When You Need an Out-of-State Title Transfer

Pennsylvania law requires you to title and register your vehicle in PA if you become a resident or if the vehicle is primarily kept in the state. This applies whether you moved here from another state or purchased a vehicle from a seller in another state.

The general rule is that you have 20 days after establishing residency to transfer your vehicle title. For vehicles purchased out of state, the 20-day clock starts from the date you bring the vehicle into Pennsylvania.

Moving to Pennsylvania

If you are relocating to Pennsylvania from another state, you have several tasks to complete:

First, get your Pennsylvania driver's license. You cannot title a vehicle in PA without a PA license or state ID. Visit a PennDOT Driver License Center with your out-of-state license, proof of identity, and proof of your new PA address.

Second, update your vehicle insurance to Pennsylvania coverage. Insurance requirements vary by state, and PA has specific minimums you must meet.

Third, get your vehicle inspected at a PA-certified inspection station. Pennsylvania requires annual safety inspections, and your vehicle must pass before or shortly after registration.

Finally, bring everything to us for the title transfer.

Buying a Vehicle from Another State

When you purchase a vehicle from a private seller or dealer in another state, the process has some extra steps:

If buying from a private seller, both you and the seller should sign the title according to that state's requirements. Then bring the title to Pennsylvania for conversion.

If buying from a dealer, the dealer may handle some paperwork, but you still need to complete the PA title process. Some dealers work with messenger services like us directly.

Either way, you need proof of what you paid for the vehicle for sales tax purposes.

Sales Tax for Out-of-State Purchases

Pennsylvania charges 6% sales tax on vehicle purchases. However, if you already paid sales tax in another state, Pennsylvania gives you credit for that amount.

For example, if you bought a car in New Jersey and paid their 6.625% sales tax, you would not owe additional PA tax since you already paid a higher rate.

If you paid a lower rate or no sales tax in the other state, you pay the difference to Pennsylvania. Bring your purchase receipt showing taxes paid to get proper credit.

What If the Title Has a Lien

Many vehicles have loans against them, which appear as liens on the title. If your out-of-state title shows a lienholder, you have a few options:

If you paid off the loan, get a lien release letter from the lender. The lender may also send an updated title without the lien listed.

If you still have a loan, contact your lender about the title transfer. Some lenders will work directly with messenger services to facilitate the transfer while maintaining their lien on the new PA title.

Electronic Title States

Some states issue electronic titles rather than paper titles. If your vehicle is titled in an electronic title state and there is no loan, you may need to request a paper title from that state before transferring to PA.

Contact the DMV in your previous state to request a paper title. This can take a few weeks, so plan ahead if you know you are moving.

Vehicle Inspection Requirements

Pennsylvania requires all vehicles to pass a safety inspection. When registering a vehicle from out of state, you have 10 days from the registration date to get your inspection.

Find a PA-certified inspection station near you. The inspection covers safety items like brakes, lights, tires, and other components. If your vehicle fails, you have time to make repairs and get reinspected.

Some people prefer to get the inspection done before visiting us for the title transfer. Either approach works.

Timing Your Transfer

If you are buying a vehicle from out of state and need to drive it home, consider getting a temporary tag before traveling. This gives you legal registration during the drive. Then complete the full title transfer once you arrive.

Your official Pennsylvania title arrives by mail in approximately 4 to 6 weeks. The title will be mailed to your PA address. If you have a loan, the title goes to your lienholder instead.
