Why PennDOT Rejects Dealer Title Applications

The 12 most common rejection reasons, with fixes for each. Based on PennDOT Fact Sheet fs-reas.pdf.

Over 10% of dealer title applications get rejected by PennDOT. Each rejection restarts the clock on the 20-day submission deadline (Title 75, Section 1111(b)).

Late Submission Penalties

$100 first offense. $300 to $1,000 for subsequent offenses. A single rejection can push a compliant dealer past the deadline and into penalty territory.

Documentation and Verification Failures

Missing or Expired Insurance

Agents must verify six data points on every insurance document: NAIC number, insurer name, named insured matching the registration, vehicle description (year, make, VIN, model), policy number, and effective/expiration dates.

Hand-printed insurance ID cards are not accepted. Agents cannot accept telephone verification from insurers.

Fix

Require a printed insurance card or digital copy from the insurer before starting the MV-1. Check expiration dates against the transaction date.

Insurance Photocopies from Vehicle Owner

Agents can accept insurance copies sent by the insurance company or agency. Copies hand-delivered by the vehicle owner are not accepted.

Fix

Contact the insurer or agency to send the documentation. Do not accept copies the buyer brings in.

Missing VIN Verification (Out-of-State Vehicles)

Every vehicle titled outside Pennsylvania requires VIN verification before PennDOT will process the MV-1. No exceptions.

Fix

Schedule a VIN inspection before preparing the title application. Any authorized PennDOT agent or state police station can perform it.

Incorrect or Missing Odometer Disclosure

The seller must record mileage on the proof of ownership document. Federal law requires odometer disclosure for vehicles under 20 years old with a gross vehicle weight rating under 16,000 lbs.

Fix

Record the odometer reading at the time of sale. Verify the vehicle age and GVWR to determine whether disclosure is required. When in doubt, disclose.

Missing Notarization

PA title transfers require the seller's signature before a notary public. Some out-of-state titles also require notarization.

Exception: Licensed dealers and wholesale auctions can verify signatures without a notary (Title 75, Section 1111(a)).

Fix

Confirm notarization status before accepting the title. For private-party trade-ins, the seller's signature must be notarized before the dealer takes ownership.

Name Mismatch Between Insurance and Title

Insurance must cover the registered owner. Specific rules apply for spouses, co-owners, and business vehicles. LLCs and corporations must match the title name exactly.

Fix

Compare the insured name on the policy to the registrant name on the application before submission. For business entities, verify the legal name matches character for character.

Procedural and Compliance Violations

Late Submission (20-Day Rule)

Dealers must submit title applications to PennDOT within 20 days of the notarized assignment (Title 75, Section 1111(b)). The clock starts on the notarization date, not the sale date.

Penalties: $100 first offense. $300 to $1,000 for subsequent offenses.

Fix

Track the notarization date on every deal. Submit within 14 days to build a buffer for rejections and corrections.

Failure to Notify PennDOT of Acquisition

Dealers must notify PennDOT within 7 days of acquiring a vehicle for resale (Title 75, Section 1113). The notification fee is $6. Penalty for failure: $50 per violation.

Fix

File the acquisition notification the same day the vehicle enters your inventory. Build it into your intake process.

Exceeding 3 Consecutive Dealer Reassignments

After 3 dealer-to-dealer transfers on the same title, a new certificate of title must be applied for. The title cannot continue to be reassigned without a fresh certificate.

Fix

Count the reassignment spaces on the title before accepting it. If all three are filled, apply for a new title before reselling.

Wrong Form Used

Use MV-1 for out-of-state vehicles and new vehicles. Use MV-4ST for PA-titled used vehicles. Using the wrong form causes automatic rejection.

Fix

Check the title origin before selecting the form. PA title = MV-4ST. Out-of-state or new = MV-1. Post the rule at every desk where paperwork is prepared.

Issuing Temp Tags Before PennDOT Approval (Import Vehicles)

Agents cannot issue registration plates for imported or foreign vehicles until PennDOT approves the title application.

Fix

Wait for PennDOT title approval before issuing plates on any imported or foreign vehicle. Flag these transactions in your system so they do not get processed with standard inventory.

Understated Purchase Price

PA Department of Revenue's Motor Vehicle Understated Value Program audits transactions where the reported price is below fair market value. Flagged transactions trigger investigation.

Fix

Report the actual sale price. If the price is below book value, attach supporting documentation (condition report, auction invoice, wholesale purchase receipt).

Insurance Verification Checklist

Your insurance documentation must show all of the following:

  • NAIC number
  • Insurance company name
  • Named insured (must match registrant)
  • Vehicle year, make, VIN, and model
  • Policy number
  • Effective and expiration dates
