Out-of-State Dealer Guide: Selling to Pennsylvania Customers
Selling a Vehicle to a PA Customer
When an out-of-state dealer sells a vehicle to a Pennsylvania resident, the transaction follows PA titling rules. The dealer must use PennDOT Form MV-1, not MV-4ST. MV-4ST applies to vehicles with existing PA titles.
Form MV-1 Required
The applicant files Form MV-1 (Application for Certificate of Title) for all vehicles entering Pennsylvania from another state. Form MV-4ST is not valid for this transaction.
VIN Verification
PennDOT requires VIN verification for all vehicles titled in another state. A certified inspection station or law enforcement officer performs the verification before the title application is processed.
Title Assignment
The out-of-state title must carry the seller's signature and odometer reading on the reverse. Some states require notarization of the seller's signature on the title. Check the issuing state's requirements before submitting.
Lien Processing
If the vehicle has a lien, the applicant contacts the lienholder before completing the MV-1. Out-of-state lienholders often refuse to release a title to another state until the loan balance is paid in full. Resolve the lien first to avoid processing delays.
Imported Vehicles (Foreign/Canadian)
Imported vehicles must comply with EPA emissions standards and DOT safety standards. Agents cannot issue registration plates until PennDOT approves the title application. Expect additional processing time for imported vehicles.

In-Transit Registration
Temporary registration for vehicles purchased in Pennsylvania and transported to another state for permanent registration. This covers the buyer during transport.
Validity and Fee
- Valid for 60 days from the date of issuance (Title 75, Section 1310)
- PennDOT fee: $20 for the temporary registration plate
Issuance Rules
- Full Agent Service locations issue in-transit plates. Card Agents cannot.
- Agents cannot charge fees for issuing temporary registration cards beyond notary fees
PA Dealer Buying from Out-of-State
Pennsylvania dealers acquire vehicles from out-of-state sources through wholesale auctions, private purchases, and dealer-to-dealer transfers. Title 75 provides specific rules for these transactions.
Wholesale Auction Title Rules
At licensed wholesale auctions between dealers, the title does not need to be present at the sale offering (Title 75, Section 1111(a.2)). The transferor must deliver a properly assigned title within 10 days of the sale.
Deferred Title Delivery
Section 1111(a.1) allows licensed dealers acquiring vehicles for resale to defer title delivery. The dealer must obtain powers of attorney and departmental verification of liens and ownership before taking possession.
90-Day Lien Rule
If the dealer fails to satisfy liens within 90 days due to dealer negligence, the dealer must accept the vehicle back and refund the purchase price minus actual depreciation. This protects buyers in the wholesale chain.
Dealer Title Service Centers
Online Dealer Title Service Centers process dealer titles at 10 physical locations statewide: Manheim, Butler, York, Harrisburg, and others. These centers handle dealer-specific title transactions separate from consumer PennDOT offices.
Sales Tax for Out-of-State Transactions
Pennsylvania imposes sales tax on vehicle purchases based on the buyer's county of residence. The tax applies at the point of title transfer.

Trade-in credit: The trade-in value reduces the taxable amount. Tax is calculated on the difference between the purchase price and the trade-in value.
Wholesale exemption: Dealer-to-dealer wholesale transfers are exempt from sales tax when the vehicle is purchased for resale.
