What the MV-4ST Does
When a Pennsylvania-titled vehicle changes owners, two things have to happen: the title transfers, and the state collects sales tax on the sale. The MV-4ST handles both in one form. It doubles as the registration application, which is why it is the standard form for private used-car sales.
If the vehicle has never been titled in Pennsylvania, the MV-1 is the right form instead.
Why You Cannot Download It
MV-4ST forms are available only from authorized PennDOT agents. Like the MV-1, it is a controlled form: agents hold the stock, complete it, and submit it. Commonwealth Auto Tags processes MV-4ST transactions electronically, so you leave with the transfer done rather than waiting on mailed paperwork.
What It Costs
The title fee is $72. Sales tax is 6% of the purchase price in most counties (7% Allegheny, 8% Philadelphia), based on where the buyer lives. Pennsylvania checks reported sale prices against vehicle values, so report the real number. Registration is separate if you need new plates. Full schedule on our fees page.
What to Bring

Where can I get a blank MV-4ST form?
MV-4ST forms are available only from authorized PennDOT agents. PennDOT does not post it for download. We complete the form for you as part of the title transfer, so there is nothing to prepare in advance.
Do both buyer and seller need to be there for the MV-4ST?
For a private sale, yes. Both parties come in together with photo ID so signatures can be verified and completed in one visit. Dealer sales only require the buyer.
How is the sales tax on the MV-4ST calculated?
Tax is based on the purchase price: 6% in most of Pennsylvania, 7% for Allegheny County residents, 8% for Philadelphia residents. The rate follows where the buyer lives, not where the sale happened.
How long does an MV-4ST transfer take?
